MINUTES

Board of Education Meeting

Monday, April 27, 2026 6:00 p.m.

The Chilton Board of Education met in regular session on Monday, April 27, 2026 at 6:00 p.m. in the Community Room located in the Chilton High School building. 

Mr. Terry Criter called the meeting to order at 6:00 p.m.

Roll call of Members:

Present:  Mr. Terry Criter, Dr. Anna Waldron, Mr. David Juckem, and Mr. Jerry Kolbe, Mr. Austin Kopitzke. 

Also Present:  Mrs. Sue Kaphingst, Mrs. Samantha Woelfel, Mrs. Daneen Hansen, Mr. Matt Kiel, Mrs. Becky Lemke, Mrs. Lori Muench.

Notices were properly posted.

Under reorganization of the Board, Mr. Terry Criter turned the meeting over to Mrs. Sue Kaphingst to accept nominations for the office of Board President.  Mr. David Juckem nominated Dr. Anna Waldron as Board President, Mr. Austin Kopitzke nominated Mr. Terry Criter as Board President. Mr. Criter declined nomination. Mr. Jerry Kolbe motioned to close nominations. Mr Jerry Kolbe seconded the motion to nominate Dr. Anna Waldron as Board President.  All ayes, motion carried.  Dr. Anna Waldron is Board President.

Mr. David Juckem nominated Mr. Terry Criter as Board Vice President, seconded by Mr. Jerry Kolbe.  All ayes, motion carried.  Mr. Terry Criter is Board Vice President.

Mr. David Juckem nominated Mr. Jerry Kolbe as Board Treasurer, seconded by Mr. Terry Criter.  All ayes, motion carried.  Mr. Jerry Kolbe is Board Treasurer.

Dr. Anna Waldron nominated Mr. David Juckem as Board Clerk, seconded by Mr. Jerry Kolbe.  All ayes, motion carried.  Mr. David Juckem is Board Clerk.

There was a motion by Mr. Jerry Kolbe, seconded by Mr. David Juckem to approve the following Declarations:  Official Newspaper – Delta Publications, Depositories – State Bank of Chilton-Checking, Local Government Investment Pool-Savings, Community Foundation for the Fox Valley Region-Scholarship Funds, and Midwest Institutional Trust Company (MITC) – CESA 6 OPEB Trust – OPEB Trust Funds.  All ayes, motion carried.

CESA 7 Representative – Mr. Jerry Kolbe

There was a motion by Mr. David Juckem, seconded by Mr. Jerry Kolbe to approve the following Consent Agenda items:  Approval of minutes from previous board meetings to include committee meetings.  Approval of bills as presented and authorize payment of check 217519-217567 and ACH 252600575-252600647.  The March receipts were $3,284,694.90. The March disbursements including payroll were $1,113,893.89. All ayes, motion carried.

Delegations-Linda Hoerth, Acknowledgement of recent Theatre Production.

Recommendation for Hire:  Kelly Moehn, Varsity Golf Coach, Kayla Newhouse, Middle School Science Teacher

Recommendations for Retirement: None

Recommendation for Resignations: Nicole Wittmus, Paraprofessional

There was a motion by Mr. Jerry Kolbe, seconded by Mr. David Juckem to approve the following Gifts to the District. Acceptance of the following Gift(s) VFW donation of $500.00 for new flags at the Elementary and Middle School, National Instrument Fund Initiative donation of Electric Guitars & Equipment valued at $1,800.00

Mrs. Becky Lemke, Elementary Principal, gave the following update: Forward Exam, Aims Testing, Heggerty 4K, IXL, 4th Grade Field Trip, upcoming end of year events.

Mr. Matt Kiel, Middle & High School Principal, gave the following update: Matilda Musical, DC Trip, Track & Field Event, End of Year Events, High School Crash Simulation, PT Conferences May 4, 2026, Honor Roll

Mrs. Lori Muench, Director of Pupil Services, gave the following update: Mental Health, ELL Access Scores, NVCI, District Assessments.

Mrs. Susan Kaphingst, Superintendent, gave the following update: Eastern Wisconsin Excellence in Education recipients: Stephanie Bartels, Denys Mallmann, 2026 Best Communities for Music Education.

Board of Education Committee Reports:

Finance Committee Report - None

Buildings and Grounds Committee Report - The Buildings & Grounds Committee met Tuesday, April 21, 2026 at 7:00 a.m. to discuss the driveway drainage issue.

Education Committee Report - None

Policy Committee Report - None

Co-Curricular Committee Report - None 

A motion was made by Mr. David Juckem, seconded by Mr. Austin Kopitzke to approve the 2026-2027 Contracted Teacher list only. All ayes, motion carried.

A motion was made by Mr. Jerry Kolbe, seconded by Mr. Terry Criter to convene into closed session at 6:52 p.m. pursuant to State Statute 19.85(1)(c)   Considering 

Employment, promotion, compensation or performance evaluation data of any Public employee over which the governmental body has jurisdiction or exercises responsibility.

A motion was made by Mr. Jerry Kolbe, seconded by Mr. Austin Kopitzke to move back

 into open session. All ayes. Motion carried.

A motion was made by Mr. Austin Kopitzke, seconded by Mr. David Juckem to approve  the hiring of Mr. Matthew Bertram as the new Middle School Principal. All ayes. Motion 

 carried. 

A motion was made by Dr. Anna Waldron, seconded by Mr. David Juckem to adjourn the meeting. All ayes, motion carried.
